DSI-API limits, confirmation revocation, and changelog enhancements

The DSI-API now supports a configurable limit for controller polls per day, helping operators better control backend load. The specification is extended with a new silent poll option, plus improved deployment metadata to support cool-down periods. The service API changelog is expanded with dependency updates and powerful filters by component and change type for easier impact analysis.
