Permission migration for systems endpoint, and reporting improvements

System endpoint permissions have been migrated to the future role-based access concept, report timestamp handling is more flexible and informative.

  • ROLEX-2575: Allow identical install and update report timestamps and include reportTimestamp in API responses on Install API
