Quota usage indicators, API clarity, and reliability fixes

Operators can now better monitor how close they are to configured quotas and limits through dedicated usage indicators. The management API documentation now explicitly lists supported sorting parameters, making integrations easier to implement correctly. We also improve robustness by returning a consistent status for duplicate update reports and fixing issues with audit log timestamps and UI validator creation.
