System tags for flexible grouping, refined permissions, and stability fix

You can now assign tags to systems and use them in both the API and UI to organize and filter your fleets more efficiently. In parallel, permissions for errors, jobs, limits and quotas, and modules have been migrated to the updated authorization model, and a regression affecting the status page has been resolved.
